What happened
Then-SGF Babachir Lawal was indicted by the Senate in 2016 over inflated and phantom IDP-relief contracts awarded by PINE, including a contract of over N200m to Global Vision Ltd — a company he owned — for clearing grass at an IDP camp in Yobe State. The EFCC prosecuted him on 10 counts totalling N544m, alleging he held an indirect private interest in contracts awarded to Josmon Technologies Ltd but executed by Rholavision Engineering Ltd, in which he was a director. On 18 November 2022, Justice Charles Agbaza of the FCT High Court discharged and acquitted Lawal and his co-defendants on a no-case submission, ruling the prosecution failed to establish a prima facie case.
Red flags
Analytical observations against standard procurement-integrity patterns — not accusations.
Analytical observation: the EFCC charge alleged the contract was awarded to one company (Josmon) but executed by another (Rholavision) whose director was the SGF overseeing the awarding office. The court acquitted the defendants, so this remains an allegation, not a finding (BusinessDay; beats-onit).
Analytical observation: the Senate committee flagged the contracts as inflated and, in some instances, phantom/not executed at all — the Senate indictment, reported by News Rangers, is an allegation, not a court finding.
Analytical observation: the case ended in discharge (not conviction), which is itself a data point for the Explorer: high-profile procurement probes do not always result in findings of guilt (beats-onit, 2022-11-18).
