How to read this explorer
Every case below is a documented Nigerian procurement story — each fact links to its source. Red flags are analytical observations from comparing the case against standard procurement-integrity patterns. A flag is not an accusation — it is a reason to look closer.
🚩 Single-bidder / no-bid award
Contract awarded without competitive bidding. Open competition is the core of the Public Procurement Act 2007; its absence is flagged, never proof of wrongdoing.
🚩 Extra-budgetary spending
Funds spent outside the appropriated budget. All federal spending should trace to an Appropriation Act line item.
🚩 Inflated unit costs
Cost per unit (per km of road, per MW, per dose) far above benchmarks for comparable contracts. We compare against published contract awards.
🚩 Shell / newly-formed contractor
Winning bidder incorporated shortly before the award, or with no track record in the contract's sector.
🚩 Payments to unrelated entities
Disbursements to individuals or companies with no plausible link to the contract's stated purpose.
🚩 Stalled trial / unresolved case
Charges filed years ago with no resolution — a pattern that undermines deterrence, whatever the eventual verdict.
🚩 Undisclosed terms
Contract value, scope or contractor withheld from public disclosure despite FOI requests.
