What happened
President Buhari ordered a forensic audit of the NDDC covering 2001–2019. Presented in September 2021 by Minister Godswill Akpabio, it found 13,777 contracts valued at N3.27tn, with execution 'substantially compromised', 362 poorly reconciled bank accounts, and NDDC having received almost N6tn since 2001. Buhari directed the report to the Federal Ministry of Justice for legal review and promised criminal investigations and recoveries. Subsequent reporting (BusinessDay) noted scholars' claims that one senator received 300 contracts with 120 paid for but no work done — an allegation, not a proven finding — and civil-society reviews blamed poor oversight by the Presidency, ministry and National Assembly. Prosecutions have been sparse.
Red flags
Analytical observations against standard procurement-integrity patterns — not accusations.
Analytical observation: 13,777 contracts worth N3.27tn over 18 years in one commission with thousands of uncompleted or unverified projects — extreme concentration of awards with low completion is a systemic procurement red flag (BusinessDay; SundiataPost, Sept 2021).
Analytical observation: the forensic audit itself reported the commission operated 362 bank accounts lacking proper reconciliation — opacity in fund flows (BusinessDay, Sept 2021).
Analytical observation: a regional review cited claims of one senator receiving 300 contracts. This is an allegation reported by BusinessDay, not an audit finding — included to show the political-patronage pattern analysts associate with NDDC awards.
