Siminalayi Fubara
Siminalayi Fubara, born 28 January 1975 in Opobo, Rivers State, is a career civil servant who rose to become Accountant-General of Rivers State. Elected Governor of Rivers State in March 2023, he assumed office on 29 May 2023. His tenure was interrupted when President Tinubu declared a state of emergency in Rivers State on 18 March 2025, suspending him for six months; he was reinstated on 18 September 2025. On 9 December 2025 he defected from the PDP to the APC. Whether his tenure ends on 29 May 2027 or extends to November 2027 to compensate for the suspension is a matter of legal debate.

Formally defected from the PDP to the APC on 9 December 2025 at a stakeholders' meeting in Port Harcourt, citing support for President Tinubu, days after 17 Rivers lawmakers made the same switch.
A legal opinion argues his four-year tenure ordinarily ends 29 May 2027 and any claim to an additional six months for the emergency period would require a court order, citing Sections 180 and 305 of the Constitution.
Has reconciled with FCT Minister Nyesom Wike, publicly endorsed Kingsley Chinda as his preferred successor, and Chinda won the APC governorship primary in May after Fubara withdrew from the contest.
